Finally, Table 7 shows the different poverty and needs indicators that have been used previously, but this time in terms of population size of the municipality, classified as: populations below 2,500 people; between 2,500 and 15,000; between 15,000 and 100,000; between 100,000 and a million and one million and above. It is of note that as population size of a municipality increases, poverty and lack of basic needs fall considerably, except the moderate poverty experienced by intermediate sized municipalities, which have the highest percentages.


The National Population Council has written the following:

A significant portion of the population lives scattered throughout a number of locations in the national territory, and in many cases, they are isolated.
This phenomenon has deep historical roots that have persisted despite development processes. In these places, it is difficult to take advantage of economies of scale and infrastructure. For purposes of cost-benefit, public policy actions tend to focus more on urban zones, which generates a cycle between the size of a residence and the lack of basic services (Conapo, 2011:12).
